Kevin Halligen and the law firm Carter Ruck.

Kevin Halligen, 48, from Surrey, is wanted in the United States for allegedly conning a law firm out of $2.1m in fees which he spent on himself, including the purchase of a mansion.
The Washington-based businessman, who styled himself as a security expert with FBI and MI5 connections, with has not been arrested because officials in the United States do not know where he is.
Halligen’s firm, Oakley International, was given a six-month contract by the Madeleine Fund in 2008 to carry out detective work and review CCTV footage of possible sightings of the missing girl around the world, but was dropped after six months because of a lack of progress.

The mystery: The law firm is Carter Ruck whose clients are ALSO the McCanns. Kevin Halligen seems to have slipped from  radar while sitting in a British jail waiting to be extradited...Washington , had great interest in this missing three year old believed  dead before her parents claimed an abduction. Gerry McCann, Madeleines father, within a matter of weeks in Washington discussing child tracking devices !
